Brad Gorman is the community resource for Resource Public Key Infrastructure (RPKI), Internet Routing Registries (IRRs), and other similar topics that impact routing security within the ARIN region and the greater Internet ecosystem.He has worked in the Internet community since the mid-1990s, as a network engineer at service providers like America Online, Time Warner Cable and Charter Communications. He also spent three years as the peering coordinator for Verisign. Brad represents ARIN at the other Regional Internet Registries (RIRs) in the RPKI community, at the Internet Engineering Task Force (IETF), and at industry conferences and meetings.

Jon Worley has been a member of the Registration Services team since 2004. He has experience with all ARIN policies and procedures for requesting, managing, and transferring IP addresses and AS numbers, including technical services such as ARIN’s RESTful API. Jon has spoken about these topics as well as IPv4 depletion and IPv6 adoption at many ARIN events.

This mainstage panel brings together global LEO satellite operators to explore how low-earth orbit connectivity can strengthen, rather than displace, local and Indigenous network capacity.
The discussion will examine whether LEO models function primarily as retail providers, wholesale inputs, or critical infrastructure, and how those choices impact community control, ownership, and long-term autonomy. Panelists will address the economic realities of coexistence with local ISPs, what business models genuinely support community sustainability, and where global providers can make decisions that prioritize long-term resilience over short-term revenue.
The conversation will also focus on what must remain local for networks to be truly resilient, from last-mile infrastructure and customer relationships to pricing authority and data governance. Attendees will hear candid perspectives on skills development, meaningful knowledge transfer, and whether LEO ecosystems create durable, decision-making roles in remote communities.
Finally, the panel will confront the core question: what does “resilient connectivity” actually look like five to ten years after LEO is introduced?
