      <title>CanWISP affirms additional funds for Universal Broadband Fund</title>
      <description>&lt;p&gt;&lt;strong&gt;OTTAWA, April 21, 2021&lt;/strong&gt; - The budget announcement on April 19 was excellent news.&lt;span&gt;&amp;nbsp;&lt;/span&gt; In confirmation of their September 2020 Throne Speech, the Liberal government has topped-up the Universal Broadband Fund (UBF) with an additional $1 billion investment.&lt;span&gt;&amp;nbsp;&lt;/span&gt; These funds will further extend the reach and service levels of Canada’s internet.&lt;/p&gt;

&lt;p&gt;Jonathan Black, Executive Director of CanWISP, noted that “CanWISP members look forward to leveraging this additional funding with their own capital to extend the reach of their existing networks as well as increase the capacity and service levels they are delivering to their mostly rural customers. “&lt;/p&gt;

&lt;p&gt;CanWISP members understand the digital divide between urban and rural Canadians.&lt;span&gt;&amp;nbsp;&lt;/span&gt; Their rural friends and neighbors continue to lag behind the connectivity levels enjoyed by urban Canadians.&lt;span&gt;&amp;nbsp;&lt;/span&gt; CanWISP looks forward to details on how these new funds will be incorporated into the UBF funds and processes.&lt;/p&gt;

&lt;p style="line-height: 15px;"&gt;&lt;font style="font-size: 16px;" face="Arial, sans-serif"&gt;OTTAWA - September 23, 2020 - Today’s Throne Speech from the Liberal government provides renewed hope that better internet for Canadians is on its way.&amp;nbsp; “The Government will accelerate the connectivity timelines and ambitions of the Universal Broadband Fund to ensure that all Canadians, no matter where they live, have access to high-speed internet.”&lt;/font&gt;&lt;/p&gt;

&lt;p style="line-height: 15px;"&gt;&lt;font style="font-size: 16px;" face="Arial, sans-serif"&gt;“There’s a reason that some Canadians don’t have access to reliable broadband internet,” says Scott Holmes, President of CanWISP.&amp;nbsp; “It’s not a simple problem to fix.&amp;nbsp; It will take effort and investment from many parties and cooperation on many levels.&amp;nbsp; We applaud the commitment to accelerate the program design and implementation of the Universal Broadband Fund.”&lt;/font&gt;&lt;/p&gt;

      <description>&lt;p&gt;&lt;strong&gt;&lt;font color="#000000"&gt;CanWISP predicts rural internet will be improved with the upcoming 3500MHz spectrum auction&lt;/font&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;&lt;font color="#000000"&gt;OTTAWA (MARCH 6, 2020)&lt;/font&gt;&lt;/strong&gt; &lt;font color="#000000"&gt;– The Honourable Navdeep Bains, Minister of Innovation, Science and Industry, announced rules for the 3500 MHz spectrum auction yesterday that will assist rural internet service providers in providing higher-speed internet services.&amp;nbsp;&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;font color="#000000"&gt;As Mr. Bains noted, “The 3500 MHz bands are recognized around the world as one of the key spectrum bands for 5G technologies. This spectrum will support higher speeds, increased data usage and new applications.”&amp;nbsp;&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;font color="#000000"&gt;By setting aside spectrum for small and regional companies, internet service providers, such as CanWISP members, will have increased access to these key spectrum bands providing the foundation for better service to their customers.&amp;nbsp; The auctioned price for this spectrum should be more affordable for these smaller companies that typically serve rural Canadians.&amp;nbsp;&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;font color="#000000"&gt;During the&lt;/font&gt; &lt;a href="https://www.ic.gc.ca/eic/site/smt-gst.nsf/eng/sf11439.html"&gt;&lt;em&gt;&lt;font color="#000000"&gt;Consultation on a Policy and Licensing Framework for Spectrum in the 3500MHz Band&lt;/font&gt;&lt;/em&gt;&lt;/a&gt;&lt;em&gt;&lt;font color="#000000"&gt;,&lt;/font&gt;&lt;/em&gt; &lt;font color="#000000"&gt;CanWISP requested that spectrum be set aside for smaller, regional telecommunications service providers and that spectrum be auctioned in smaller geographic blocks than had been done previously.&amp;nbsp;&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;font color="#000000"&gt;CanWISP is eager to see how the recently announced rules for the 3500MHz spectrum auction will result in greater competition and better internet services for rural Canadians.&amp;nbsp; The set-aside spectrum is significant progress in making spectrum more available to smaller service providers that are already investing in servicing rural Canadians.&lt;/font&gt;&lt;font color="#000000"&gt;&amp;nbsp;&lt;/font&gt;&lt;/p&gt;

      <title>CanWISP sees progress in Industry Canada’s recent 3500MHz statements</title>

&lt;strong&gt;CanWISP sees progress in Industry Canada’s recent 3500MHz statements&lt;/strong&gt;&lt;br&gt;
&lt;br&gt;
Canadian Association of Wireless Internet Service Providers, CanWISP, applauds Industry Canada on their announcement of the Consultation on Policy Changes in the 3500Mhz Band (3475-3650 MHz) and a New Licensing Process in Rural Areas.&lt;br&gt;
&lt;br&gt;
Over the past 15 years, smaller wireless ISP’s have been using unlicensed spectrum to deliver services to Rural Canadians with amazing results. However, the continuing demand for higher speed services and content delivery is pushing unlicensed spectrum to its limit. Access to spectrum in the 3500Mhz band would allow CanWISP members to expand and extend their service offerings delivering higher speeds and additional services with larger data capacities.&lt;br&gt;
&lt;br&gt;
Licensed spectrum has historically been available to very large telecommunications providers with deep pockets that allow them to participate in the auction process for licensed frequencies. The 3500Mhz spectrum has remained largely unused since the auction process began in 2004, despite the fact that equipment has been available during this time frame. Industry Canada’s proposal to divide the spectrum, including potentially having multiple licenses within each 25 square kilometer `grid-cell, makes for a very granular, very addressable license area for our members.&amp;nbsp; Using smaller geographic licensing areas could result in added administrative overhead for providers spanning multiple areas, but smaller areas will also increase the availability of spectrum to more service providers.&lt;br&gt;
&lt;br&gt;
The move to divide the spectrum between rural and urban use is also a move in the right direction.&amp;nbsp; It will result in more affordable rural spectrum for smaller ISP’s.&amp;nbsp;&amp;nbsp; There are more dollars per square kilometer in Toronto or Ottawa than there are in small-town Canada. The density of people and the dollars that can be generated from urban spectrum are what drive the value of that spectrum.&amp;nbsp; When the spectrum is sold off as a block across the country, the price of the spectrum doesn’t match the business model for the smaller more rural centres.&amp;nbsp; There are some outstanding questions on how rural-urban boundary spectrum is handled.&amp;nbsp;&lt;br&gt;
&lt;br&gt;
CanWISP believes Wireless Internet Service Providers will be able to utilize the 3500Mhz spectrum to help the Government achieve its goal of delivering a minimum of 5Mbps to rural residents as laid out in its Economic Action Plan 2014.&lt;br&gt;
